But their will. FEC laws state that reattribution or redistributionof funds must occur within 60 days of recieving said donation. All instances have exceeded, except two, which expire tomorrow and the day after. So, most likely Mr Robinson willhave to refund the money, and pay a civil penalty. If you break the law you pay, and Mr Robinson broke the law.

Unfortunately, there will almost certainly be no refunds. The campaign will simply reattribute the funds half and half to comply with the law.

I took a look at the images of the forms and there's a reference on all of them that I saw to 'limit's increased due to opponent's spending.' This seems to reference the Millionaire's Amendment whose main provision related to this case is:
Under federal law, individuals typically may contribute no more than $2,100 per election to a House or Senate candidate. However, under the conditions discussed below, an individual may make contributions in excess of $2,100 per election. [2]

When a House candidate's "opposition personal funds amount" exceeds $350,000:
The contribution limits for the candidate triple ($6,300 per election for 2005-06); and
The national and State party committees may make unlimited coordinated expenditures on behalf of the candidate.
11 CFR 400.41.
I don't know the ins and outs of campaign finance and if this is what Robinson is referencing or how this applies to primaries or how much is up to interpretation, but it looks like a good place to start.
