I think everyone knows this, just some choose to ignore it and talk anyhow.
I've used my cellphone as a merge enhancer a few times -- in heavy traffic when nobody's letting you in, just make a show of holding the phone to your ear and then start drifting. Somehow, this gets you an open spot much faster than a turn signal alone.
This is why I think "everyone knows this" - they know I won't hit them on purpose, trying to merge, but they know I just might do it accidentally if I'm on the phone...
I've done that exactly twice, by the way. And only after trying to merge the conventional way and being thwarted by numerous lane hoggers.
Just be thankful you don't live in Southern California, somebody would shoot you.
I'll add that to the list of reasons never to move there.
I visited once. That was enough.
