Well I think that the issues need to brought out in an upfront way. "Due to the overwhelming influx of people that have recently acquired residence in our communities" "(such and such actions need to take place, and we need to address such and such issues"

Looks like a tightrope walk. I'd love to see the mayor say something like:
"Boy, what a time we've all had since August. Our city is so privileged to help so many people who lost their homes. We'll continue to help everyone that can be helped and will help our city in return.
I'm aware, however, that there has been growth in crime and disruption, which is probably to be expected in a time of crisis and change. So let me say this to any Houstonian, whether you're new to our city or have been here your entire life: This is a great city, made up of great people. I know we expect the best from each other as we help those who have nothing.
So, if you're not living up to that standard and are causing problems for your fellow Houstonians, we must and will deal with that problem in an appropriate manner. There simply is too much that needs to be done for crime or other issues to get in the way.
I'm hopeful and confident, though, that most Houstonians will do the right thing and continue to help those who need a hand. This administration will do so as long as we have resources to offer."
Then back it up with action.
Of course, this is probably frought with political risk and is likely why I'm not holding office somewhere. But still, wouldn't that get the respect of most people in the city?

I would think the most important thing is to remember that Houston sits at the end of hurricane alley; so you want to be careful about what precedent you set. How Houston responds to the Katrina refugees may well determine your fate this time next year.

I like the way you phrased the mayor's comments ... nicely done. You should be in PR. 
And Alice, you make an excellent point. I don't doubt that the leaders of Houston and Harris County were driven to action by the thought that "next time it might be us."
I do think the gloves are off though, in terms of how the media deals with these topics in the future. There was a subtle "grace period" in effect for awhile in which it was probably deemed unfair to be critical. But that's over.
