Except PR is paid for by many organizations. Either internal staff or agencies, so that makes it marketing.

Yes, one is advertising, the other is earned (PR). But PR is oft deployed as a marketing tactic. Advertising is another marketing tactic.

Oh, I see, we are going to have the argument about who owns PR. It's a tired argument, but hey, I'm game. Often marketing owns PR, often to the detriment of the function. But this is not always so. I am a pragmatist and think that each company will have to decide where PR fits best with its overall goals.
