The no water thing has happened to me twice. The last time it happened was when I was in DC. The previous tenant had racked up a water bill of several hundred dollars, and the water company was obviously pissed off that it hadn't been paid, and turned off my water. I didn't realize how many ways you use water until I didn't have any (sounds stupid, I know).
To turn the water back on, I had to go to the landlord and have him write something to the effect of "The previous tenant is responsible for this bill. The new tenant, Sean B., is only responsible for water used from 1/1/04." Thankfully the water company was sympathetic and turned the water back on w/in 24 hours.
The other time was in Yemen, and due to crappy infrastructure (who would have thunk that could happen in Yemen) and not unpaid bills.

Well I'm a dumbass. I'd been getting the bills apparently, but due to lack of information, I had no idea who they were to or what they were for. At least it's solved now. And the good thing is I now know how to take care of this without having to involve my school!!
