The problem is that many of the "pulpit folk" who are of the baby boomer priesthood generation actually encourage this nonsense.
At a wedding I attended the priest invited everyone, and specifically non-Catholics, to come to communion.

8 years of Catholic school and I'd never heard it was a mortal sin to miss mass on Sunday much less anything about the gravity of receiving the sacrament when not properly disposed.

Dear Kelly,
I would like to make two points. First, all of the politicians mentioned were of my generation or above. We were taught about the gravity of receiving unworthily. My own siblings (all 4 have left the church) did not even receive communion at my mother's funeral. They know they don't believe and it is a farce etc. for them to participate.
The 2nd point is that Archbishop Burke has a good paper on this subject entitled The Discipline Regarding the Denial to Those Obstinately Persevering in Manifest Grave Sin - Here is a link to this paper.
