Concerning the part about Bush "lying" about not knowing about this in the White House......factor in the Jesse's (jjpsychdude's) post about Bush being unaware about the Homeland Security proposal to require Passports in going back and forth to Canada....and factor in some bizarre statements Bush seems to make (Saddam not letting inspectors back in comes to mind)....and factor in Paul O'Neill's comment that in meetings Bush seemed like "a blind man in a room full of deaf people"...and i'm beginning to wonder if the guy even pays attention in the meetings. And i'm saying that not to be a jerk. I'm honestly beginning to think he just doesn't pay attention to what's going on.

You make a good point. When you look at them all together like this, it does seem pretty odd. The next question is "Does he just not pay attention or does he just not get it?"
He probably doesn't pay attention. That doesn't stop him from being responsible for anything he signs.
