Just because a student attends a school in which students perform poorly on standardized tests doesn't mean he can't get a better education than a student attending a school with better test results.
And, quite frankly, a good student will be a good student at any school he attends - I'd say at least 95% of it is about how much effort the student devotes to school and schoolwork.

The point is to eviscerate public education. That is what they're trying to do, of course - like they're trying to get rid of every other working, useful, social program that is open to all Americans.
