You cant beat the laws of Physics.
The load factor for a wind turbine is proportional to the cube of wind velocity. If wind velocity goes down by a factor half, then power output reduces by one-eights. Terribly difficult, if not impossible to maintain good power and frequency regulation under these conditions. This leads to average load factors less then 30%. The only way out is to build backup power statiions, and then keep them running all the time to intervene when required. In the meantime though they are running in an inefficient mode.
What to do, what to do? Ah yes, let us impose stealth taxes in the guise of increased electricity bills, and tell the people it is for a good cause - the planet. And oh yes, the government and the EU will take 20% or more of the tax for administration purposes.
