Based on my municipal experience there are a few more questions that need to be answered -- but they are spending questions, not revenue.
How much of the budget is devoted to debt service? Or maybe, how much of the budget is devoted to non-discretionary spending: debt service, union contracts, pensions, insurance premiums, etc. I.e. how big a hole are we in before we even begin?
The tax problems in NJ are more accurately described as entitlement problems. A succession of administrations, both Republican as well as Democratic, have given away the store in order to get re-elected.
