We probably need to cut Lt. Gen. McInerney a little bit of slack. Given that the 1948 reoganization of the Military has not yet resulted in a service rivalry free approach to strategic, tactical and operational issues. I don't find it surprising that he takes an Air Force centric approach.
As Wm. J. Donovan discovered early in the run up to WWII. For any problem there were four basic solutions: 1) Classic Army Frontal Assualt; 2) Army Air Corps (The Bombers will ALWAYS get Through; Mitchellism); 3) Battleship Navy throw battleships at it; 4) Marine Corps (Nobody wants us til it is time to fight.).
The parochial mindset is unlikely to change anytime soon. However the military is working on training people to think past this problem. What you want to look for in strategist / Tactical Operators is that they have graduated from the Joint Warfare training program. An additional plus is to have done a tour with NATO.
