$\"Gravatar\"$ The global issue seems to be, do you value treaties more than the life of civilians that the military is sworn to protect? Star Fleet specifically disallowed the Klingons from helping civilians, which may or may not be reasonable, but it is how they built their world. Which probably means that the Klingons could go into the DMZ but the Federation couldn't. Or all the other weird ambush settings. Do the Klingons wish war for the federation and is that why they are baiting ships to the neutral Zone to blow them up? Perhaps. Certainly would be in character, although Star Trek does not cover the political background. Without the political background, there's no useful way to judge the decisions made, one way or another.

Not exactly a DMZ then, in a way. I mean, how else could a Klington battlegroup get there so fast? Reminds me of the UN. Klingons get all the ROE and permissions. The Federation gets jack.

In some other ways, there were some episodes that did portray Klingon honor or just honor, reasonably. The one with Enterpreicse-C where they fought to the death, which the Klingons respected.
