years ago the state here was at a budget impasse and the powers that be here just got on t.v. and said if state workers just ttell their morgage or land lords and the people that they owe about the impasse he was SURE they'd understand!
back in the early nineties, california went nearly a month and a half issuing "warrants" in lieu of paychecks. just like it is today, the first warrants were issued to vendors and other creditors, then to rank and file state employees.
california's problem ain't cash flow, it's that the voters, using a push button proposition process have made the place ungovernable.
arnold ain't my favorita or even bff, but, he's trying to do an impossible job.
