The Howard government has done more to centralize power and override the state governments than any previous administration. Abuse of power is far more likely to occur when one party controls the house and the senate.
That is when governments such as Howard's rubber stamps unamended legislation like 'Work Choices' which only had a so called 'fairness test' applied after a public backlash.
