I guess, Steven Forte did not mention Bulgaria specifically, simply because Bulgaria is not a big outsourcing provider. No doubt some quality software can be developed here, but there are not that many developers to do the work. Not that the workforce size is everything, but we can compete with India, Russia and other outsourcing destinations only by providing extraordinary quality.
