The base could accomodate a wing of fighter-interceptors. They wouldn't have to be permanently based there. The "air-freight terminal" managers could declare a short term closure for any number of reasons, say runway striping, or painting the ladies room. The PRAAF fighters could leave mainland China, and be there in hours. Whoever's promoting the idea that it's not a strategic asset has their head in rectal defilade.
