The usual counter is to kill the entire family, through burning perhaps. The VietCong would come into villages after Americans had done vaccinations on people and hack off the arm that got the shot. That was probably one of the least brutal techniques in their trick bag.
Fear is always a stronger motivation force than gratitude. It is balanced out by anger however.
Public executions are useful because they are one of the best ways to reassure the target population that we can kill the killers. The reason why people don't testify against the mafia is because they fear the mafia more than they fear the police, and they also don't feel any loyalty to the police in the first place. If you can't or won't execute terrorists in public for the killings that they have done and will do to convince the population to turn against us, then it is going to take a very long time to create a loyalty chain strong enough to acquire population support through auxiliary means.
If the State Department had been in change, you could be assured that the civilians would have turned against them in a heartbeat. People living on the edge of annihilation don't care about words on paper, they care how good you are at in killing and dismembering their enemies.
However, there's always a combination of State and DoD, so the bureacracy always confuses the history books as to what happened and who was it to blame.
It was kind of easier to tell back when communications was so slow. Then you could isolate the problem or person by analyzing the local power structure. Now a days, with so much micromanagement, it's hard to tell who has their hands in trying to sabotage operations.

People's enemies are varied and many. They could be their neighbors, their countrymen, the King, the local aristocracy or tax collectors, or just drought and locusts. Predators usually come in packs however, so if you just take out one, the others will be happy to tear out their target's throat. However, just as with packs, destroying their leaders will demoralize them and perhaps make them flee. Which means they will come back again of course.
