Oddly, General Petraeus himself might agree with Kerry on this point. In Counterinsurgency Field Manual FM 3-24 (released under the guidance of Petreaus) there is a section with the heading 'Tactical Success Guarantees Nothing.'
So the point isn't that tactical success is anything less than desireable or, in your words, "off the table." The point, in another quote from FM 3-24, is that "...politcal objectives must retain primacy."
But, to be clear, I don't think that Petraeus is being disingenous. His ability to influence Iraqi political objectives is limited.

Kerry's talking about the political progress in Al Anbar as if it was a tactical success. Therefore Petraeus cannot agree with Kerry as you forwarded.
