Well First the Government needs to establish the requirement for a gaming venues to obtain a specific planning permit. It seems odd that you need planning permission to establish an amusement parlour but all you need to establish a poker machine venue is a general licence and the blessing of the Gaming Commission and on of the duopoly.
The Gaming commission and the liquor licence commission should be merged.
Applicanst requiring a liquor./gaming licence should first obtain planning permission and then proceed with an application under the gaming and liquor licence commission. As it stands now local councils and communities have aq rather disjointed say as to where and under what conditions gaming venures can be established.
Victoria unlike NSW did not adopt a social/sporting club licence only for gaming venues. This was a big mistake in my opinion. ON eof the may mistakes made by Cmrde Joan.
Tattersalls and TAB should be divided spas to seerate thye poker machine venue management from the lottery and sports betting. Making one large monopololy for gaming is another alternative but proper planning and administration of government regulatory services must come first.
