I worked close to 15 years in the public sector in an Asian country and have and contine to work in the Australian (Cth) public service for the last 20 years. I can say that the Australina public service is one of the best. Now and then a black sheep crops up(much to my chagrin) but on the whole I have a lot of respect for the system in place in Australia.

Your Theophanous example points to the very reason why outfits like the ICAC and their Queensland equivalent are so necessary.Consider just how many fine upstanding bribe-taking Labor men and women would be in jail if it wasn't for the sterling work of these Commissions.They provide the distractions that the public bay for by catching and crucifying small fry while our real heroes get on with the important business, for which they entered politics anyway,unmolested.
