Pepper seedlings need some kind of warmth from underneath, too. I found that out the hard way. I just gave up my best seed starting spot in the house, so I'm thinking of the unheated studio with a heating pad underneath one seedling tray, and concentrating on planting direct seeds this year. Since I was planning to do a lot of beans and peas, it probably won't be a big problem.
