I say ban them altogether. Cell phone service is inexpensive and universally accessible as it is.

Banning the disposable cellphones isn't likely to happen. Many people don't like having those 1-yr or multiple year contracts that come with standard service (especially the cancellation fees). Some people use them because it makes sense if you're going overseas and want service (GSM/G3/CDMA). And it's a way to control spending habits if you simply buy a new $20 or $30 phone service instead of getting jacked for overages each time you exceed your plan minutes.
And then there's the fact that this is a revenue source for the companies involved (though I'm not sure how much this contributes to the bottom line).
I just envision that the legislatures will come around to imposing purchasing restrictions - and call it a day.
