Well, If it wasn't a Nuclear Detonation, The United States should continue to treat it as if it were. If the U.S. wants to put sanctions on North Korea, via the United Nations, they must continue to treat this as a possible nuclear detonation.
And, there is the possiblility that Abdul Q. Kahn, from Pakistan, sold bogus nuclear technology to the North Koreans. This would explain why President Mushariff didn't have him executed for treason...
