Well, this may also be political. Ike Skelton may be down with it, but the left-wing base will not be happy. Many Democrats are likely to oppose this increase, which will set them up as weak on defense.

I think you have it backwards--special forces are great at nation building and aren't designed for the massive amounts of breaking stuff needed in a war.
