Well, the internet is the achille's heel of our military, isn't it? Imagine the chaos that a gps jammer would cause for our forces.
One of the conspiracy theories is that the wires were cut to enable the US to tap into those fiber optic lines to gain intel about terrorist communications overseas.
It's true that the US relies on connectivity, but the US also has satellite communications and equipment to avoid jamming. Civilians aren't so lucky.
