The vote wasn't as bad as I thought it would be, but congress really has no right to micro-manage as you say. This is very bad for America.

The vote is nonbinding, so the only thing it does it put the Democrats on the record as being against acts that the commander in chief of the armed forces believes are necessary to the war effort. That's not a good position for them to be, though they'd like you to think that they have all the answers.
