This is the danger of commenting on a single quote reported by the press. Try to find a full transcript. He made it very clear that we should not blame the soldiers, and that civilians are very detached from the situation. He also stressed that the way the US treated Vietnam vets was despicable, and that we best not do that again.
No, he's not blaming the soldiers, but that doesn't excuse his attempt to equate the Revolutionary War with the Iraq war - and putting US soldiers in the stead of the British forces.
It was a very poor comparison to start with, and his explanation doesn't make things better.
Politicians don't step in it like this unless they really mean it. Despite whatever spin he may put on it later, he never would have used the analogy at all if he didn't think that at some level *we* were the evil imperialists.
