I work in an ER and I have to say that even in the chaotic pace of the ER people get the restraints checked q1h. The person who put on restraints that tight had to have been a complete idiot! Honestly, that is not something you have to be told. "Johnny, dont put that rope around your neck. It might kill you." Apply the same logic to the hand people.
