That is a pretty big trump card actually. If hr 4681 passes the advantage of maintaining the PA is zippo.

On the other hand, Palestinians have some limited control over how the PA is run and its everyday activities, which they won't have if they declare bankruptcy. Considering that the immediate effects will be closer Israeli control over Palestinians, this seems to be less a trump card than a suicide note.
There is also the symbolism for nationalists. Not having any - even partial and symbolic - national authority would be seen as a huge step backwards (or maybe, an admission of defeat). It's a tough one; does anyone know Palestinian points of view on this one?

The Israelis already have complete control over the Palestinians, but they don't have any responsibility for them.
