Another statement in Haaretz:

'Netanyahu: IDF has operational capability to wipe out all of Gaza'

"the difference between democratic states struggling against terrorism and the terrorists who strike out at them is the attempt [by the former] to reduce harm to innocent civilians."

So from the horses mouth - the real reason Israel kills far more innocent civilians than the 'terrorists' is because - its part of a 'harm reduction' measure to protect innocent civilians...

'We could wipe out all of Gaza but we are not doing this.'

-Hey, we could wipe out all the innocent civilians in Gaza to protect innocent civilians...but we are nice guys, right? So whatcha moaning about a few innocent civilians for? You aint seen nothin' yet...

Since each Israeli "reprisal" only elicits yet another Palestinian "provocation," I think it could be argued that Olmert is trying to drown the Palestinians in Israeli blood. It is not logical, yet it is nonetheless true.
