I was researching these calls,
came across this citation issued by the FCC to Cardholder Services Inc.

Have had the same experience, multiple times -- despite the "consider this your final notice" lie ... just tried politely to find out who they were and whether one could get off their list and was disconnected....

They clearly don't care that they're violating the law, left, right and sideways, so it's no great surprise that they just hang up on anyone who isn't giving them money. If they're calling you illegally to begin with, they're not likely to even have a "do not call" list.

I just received a similar phone call but my caller ID recorded the number as 954-689-7681 and the ID as Arthur Bailey. I returned the phone call and an operator proceeded to pitch her spiel. I interrupted her and asked where she received my name from. She indicated that the firm works for a number of major credit card companies and that they obtained my name from one of those firms. When pressed, she recanted and told me that they received my name from generally available public records. When I pressed further, the phone line was disconnected. I redialed the number in my caller ID and was informed that the number was no longer working. I have filed a claim with the Do Not Call Registry.

Apparently you caught "Rachel" or "Michelle" or whoever, in an unusual moment of at least partial candor. The part about "working for a number of major credit card companies" is clearly an outright lie, but the part about getting your number from "generally available public records" is both true and an admission of breaking the law.
The 954 number is somewhere in Broward County (Fort Lauderdale), Florida.
I got another of these calls myself this morning, with no caller ID. I filed a complaint on the FCC website, Form 1088, which you can file online here. IF the call was identified as "Cardholder Services" (that exact name), be sure to reference FCC Order DA-07-977A1 (2007), which was the citation issued on 2007-03-02. Since they are continuing the illegal practices after being cited, they are liable for up to $11,000 per day in fines.

I recieved one of these calls today, I told them I was on the do not call list, only to be told I was a faggot. I asked for a supervisor and he replied, "what makes you think I have a supervisor." I said you work for a company. "He said I work out of my basement" That really sounds like a GREAT person to trust with your financial information. I also filled an FCC Claim, but since it was a business line, I cannot file a DO NOT CALL claim.

I would love to see the principals of the company humiliated on national TV — they certainly deserve worse than Paris Hilton — but I'll settle for making them pay. The FCC complaint is the most likely route to satisfaction. Since they appear to have already cited this company for past violations, the FCC should jump on them again.

I just got the call too. Starts off with a lie that it is my own credit card company calling. Stayed on politely until got a live person, then asked gently the name of the company. "Cardholder Services". Asked where they were located. "Florida". Asked where in Florida. Hung up.
Very rude. Hope others will help nail these unscrupulous people who take advantage of uneducated people.
If there was no caller ID, or you called *69 and there was no caller ID, don't bother dialing *57. The local telephone provider won't have the ID either. Call the FCC

I just got called yet again. This time, I was told to press '1' for a live person or '3' to be removed; I pressed '3' and got a recorded message, "Your number has been removed." Of course, I'm still filing another FCC complaint.
As to the scam angle, it's entirely plausible that a company so willing to blatantly disregard the laws on telemarketing might also be involved in something far more sinister.

Last week it was "Michelle" of "Cardholder Services",
before that is was "Rachael" of "Credit Card Services",
today it is "Heather" of "Account Services"...
...but it's always the same script.
The FCC rarely issues fines. The companies consider this the cost of doing business. The Phone Companies won't cooperate in fighting Telemarketers (after all, they make money off of them). Police can't be bothered.
What results has anyone had in calling the company direct in Florida? Did it pan out as the correct company? Any response?

I have been called by these folks on 5 different occasions - including the call I received a few minutes ago. On each occasion I have told them that I am on the "no call list" and requested that I not be contacted again. I have reported them to the NC Attorney general before but it continues. I will lodge another complaint.

I get this call at least once a week and I live in B.C., Canada. The number on the display is: (816) 389-2804. My call was from "Rachel" from "Cardholder Services". I let the voicemail pick it up. The call originates from Kansas City, MO. I found this website and if anyone's interested, you can pay to get the actual address.

That number is probably fake — unfortunately, it's trivially easy for a company to send bogus Caller ID data, so "Cardholder Services" seems to pick numbers that have been disconnected. I got a call from them that appeared to originate in London, England.

I just received a call from them, I'm in Canada, so I don't know about the local do-not-call-lists, so since it was the second call from them this month, plus a few from previous months, get fed up and press 1 at the end (one being the only option at this time). After being on hold, I get put through to someone, and after their spiel, I ask that they not call here again. She got OFFENDED that I called her, only to be rude and have the gall to call her a telemarketer! After a brief exchange, I say again that I don't want them to call back, and say 'good-bye' and hang up. Within a minute, she calls back directly and goes on to tell me how she doesn't appreciate how rude I was hanging up on her, after /I/ asked to speak to someone, therefore, in her little world, I called her.
[Editor's note: the Canadian do-not-call list is in the works, and should be rolled out in 2008. Whether it will work as perfectly (cough, cough) as your exemplar south of the border, remains to be seen.]

Given the level of scam that appears to be involved with this whole scheme, complaining about Cardholder Services' violation of telemarketing laws — including calling me before 6 a.m. the other day! — is a bit like complaining that the guy who's robbing the bank jaywalked to get there. Unfortunately, in this case it's difficult to prove anything more than jaywalking.

I teach at a major university. These Cardholder services "people" call me every two weeks, in my lab, during a class period. I've repeatedly asked to be removed, to no effect. Today, I had "Madreed" respond (with high debt and absurd accent) and they took the bait. I got their phone number (877) 487-2273 and talked with "Todd" at extension 7245. (If you call him, Be sure to say 'hi' from Madreed!)
Toad was not particularly receptive to my request --once again-- to be removed from their call list. In fact, he said that they would never remove me from their list.
So... a few minutes of Googling and... That number is linked to "Cardholder Services", which according to the Fictitious Name records for the Florida State Division of Corporations has this mailing address:
PO Box 31112
Tampa, FL 33631
and is owned by:
PSCU Financial Services
560 Carillon Parkway
Saint Petersburg, FL 33716
PSCU advertises their call-center services at their website, http://www.pscufs.com/
and you can contact them for more information about these services at (800) 443-7728, Ext. 7877.
For more information from PSCU about how their company can "build member loyalty and satisfaction", call 800-863-7728.

The best way to deal with these jerks is to play along....give them the information they want about your credit card debt....of course you would just give them bogus info.....then they will transfer your call to a "specialist" .....play along with them too and they will give you contact information.....at that point you will have proof to take to law enforcement....you can also file a small claims court action and pick up an easy $1500 for yourself.

Important message to all those that have received a call from Heather, Rachel, Michelle, from Card Services, Account Services, etc.:
The company making this call uses an auto dialer and is a known scam outfit. They spoof caller ID phone numbers from either some innocent victim or a non-working number. I've done a lot of research on this company. Actually, there are several affiliated companies, owned by the same people, that try to scam innocent victims. One scam is about auto warranties. The other is about credit card debt relief. Their MO is the same. The use an auto dialer, and call thousands of random numbers. They have no regard to the do not call lists. Your demands or complaints are worthless. They will continue to call you. If they call about a car warranty, the message says something as "This is the second notice on your extended vehicle warranty. Press one now to speak to a representative..." The message about credit debt mentions "This is Account Services. We are calling to lower your credit card debt. Press one now to speak to a representative..." All of you reading this have received the "Michelle" call. Notice how they use a very generic name such as "Account Services," "Cardholder Services," etc.
If you are wondering why they ask for the toll free number on the card, this is so they can lookup the name of the bank. This will provide them with the first 4 digits of your credit card, which is unique to each specific bank.
NEVER, NEVER, NEVER give them any "real" or identifiable information. If you feel like having fun, pretend that you are interested and try to keep them on the phone. I once kept them on for 20 minutes. They will ask you questions. Turn the tables on them. Ask them questions that they will not answer, such as their website address. Make them squirm. It is fun! Eventually, they will either hang up on you, or pass you on to a supervisor. Use the information you receive for your complaint to the appropriate authorities.
Here are the details of these douchebags:
Car Warranty Scam:

Credit Card Scam:
Versadebt Corp.
4501 Circle 75 Parkway
Suite #A-1225
Atlanta GA 30339
To the best of my knowledge, their phone number is 678-238-1300 or 678-238-1351.
Both companies are listed with the Georgia Department of State. Here is how you can lookup their information: http://corp.sos.state.ga.us/corp...skb/
CSearch.asp
You will find that the "Registered Agent" for VP Marketing is Kelly Lonas, 224 Ripple Creek Drive, Marietta GA 30060. The listed "Member/Manager" is James A. Schoenholz at the 4501 Circle 75 Parkway address.
Versadebt's Registered Agent is the same James A. Schoenholz at the 4501 Circle 75 Parkway address. There is one additional name listed for Versadebt. The listed CEO, CFO, and Secretary is named Marvin Cox, Jr. at the same address.
Marvin Cox is the guy we should all call. If thousands of people call his office a few times per day, he will certainly get a dose of his own. Better yet, someone please find his home number and post it!
Here are some links to prove my research:

Now, what can we do about this? YOU MUST REPORT THEM TO THE FEDERAL COMMUNICATIONS COMMISSION!
Here is the link to file a complaint: http://esupport.fcc.gov/complaints.htm
I filed a complaint against Versadebt last year, and received a letter from the FCC telling me that they are investigating! I am about to do the same for VP Marketing. If everyone that received a call from these low-life scumbags does the same, then the combined action of thousands of us can stop these crooks from scamming innocent people out of money. You may also try to write your congress person.
Here is what can happen if all of us complain to the FCC, the FTC, and your state Attorney General's office:
