THOUGHTS SO FAR:

You have checked Stockelman's case, but not closely enough I'm afraid. Seems you missed the composite sketch, which did not match Stockelman. You failed to notice a man named Timothy O'Sullivan, who looks identical to this sketch and was charged with false informing.
Since you know so much, please tell me what happened to this DNA evidence.
For some odd reason, the prosecutor could not produce this so called DNA.
Also, please explain to me how Stockelman could have molested this child. One week before his arrest, the prosecutor claimed he could not seek the death penalty against Hickman because there was no evidence she had been molested. He then changed his story again, saying that semen was found on her body. Later we hear that semen was in her body.
All of these things can not be true at the same time.
Do your research before you open your mouth, you really are Lost.

Since you're lost in Lima, maybe you should move to Crothersville for a while. Pretty small place, only about 1500 residents, hard to get lost there. In this way, you could actually find out what's going on in that area before you run your mouth, spouting off your "truths".
In reality, Stockelman's conviction did not discourage crime. On the contrary, the county has suffered one unexplained death and two murders since. As in the case of Katie Collman, drugs played no part in any of these crimes.
Here's what one reporter had to say that actually did come to the area to research the Hall murder:
"The influence of power cannot be ignored, either. Hushed tones accompany the mention of certain names, and the ever-present buzz of fear has residents considering using false names or refusing, outright, to speak on record. In a town where so many cling to their personal salvation through Jesus Christ, the landscape of Crothersville, Indiana is ironically godforsaken. Most are afraid to go on the record, for fear that local law enforcement will remember the indignity and further abuse their power through false arrests, trumped-up charges, botched investigations and abject corruption. Each and every Crothersville resident willing to comment about Aaron’s murder has his or her own horror story about Jackson County. Many have had personal run-ins with the law. The stories of prejudice, intolerance and narrow-mindedness are legion. In a town the size of Crothersville, social capital is a powerful weapon. Everyone knows who wields the power. Everyone knows who the important families are. Everyone knows who to call to get meth. Everyone knows everyone’s family, history, darkest hours. You don’t cross those who are in power. Period."

Gravatar This is something I'll never be able to understand. Why should the family members need the opportunity to forgive? I think justice served is a much better option. What would it take to satisfy the people that want the death penalty? Enforcement would do nicely.
