Agree with your point number one. As for point two:
It is madness to allow people who are unfamiliar with our road laws the chance of driving a menacing chunk of metal that weighs tons.
I think that there should be some form of restriction on left-hand drive cars, but foreigners with full EU licenses already do know the rules of the road, so there is generally no real need for them to pass another test.
Those who have provisional licenses should be treated the same as Irish nationals i.e. only allowed to drive if accompanied by an experienced driver.
Further to this, there are far more Irish people who don't know the laws of the road than foreign nationals. Evidence of this can be seen any time you approach a roundabout, or encounter an oncoming driver with the obstacle on his side of the road.
The general standard of Irish driving is appalling.
