Installing Zawgyi is not as much as difficult you thought. Just simple, download the link above I mentioned and click the install file. How come internet using fee is high there? I hope that Rangoon University's library will be able to do the same soon. It seems like more books are searchable through universities' libraries in the US. You might want to check Cornell, too. They have a lot of SE Asia books including Burmese.
