Part of the problem with this logic is that I think it fair to question whether Bush ever was actually all that conservative in the first place. Secondly you might want to wonder just a bit if the lesson we can take from the last election was that the Republicans 'won' on the issues or if the Democrats were so incredibly revolting that they have 'lost' on the issues.

Driving the Democrats left has been the primary success of the Bush administration...sadly that has created a vacuum in the Center within which Bush happily operates. He is not a 'conservative' any more than Clinton governed as a 'liberal'.

Fiscally Bill Clinton was far more conservative than George Bush.
