I agree, and there should also be accountability for why the legal process is so inefficient and slow. Honestly, when it is so long and difficult to get in legally it should not surprise us that the majority choose to do it the quick and easy way. We should tie up both loose ends IMHO. As an aside, I have friends who live in St. Clairsville and one used to work for the Belmont Co. S.O.
