Evicted dictators pretty much always have to end up somewhere. The reality of world politics is that giving dictators a safe haven is preferable to prosecuting them for their crimes - not for the sake of justice but because once you start to prosecute dictators after they've stepped down, you greatly decrease the incentive for them to give up power to begin with.
If Musharraf ends up in Santa Fe (seriously, do we really imagine he's going to go to Las Cruces or something?) I hope he doesn't start a stampede of former dictators to NM. There's already enough assholes in SF (not to mention Rumsfeld in Taos) as it is.
