Great article, Marjorie - very balanced. As I told you over breakfast burritos, my time in ABQ as a planner was marked by frustration at the City's zoning codes and planning process. It's a hopelessly outdated mess over there, with no real path toward modern development practices or sustainable neighborhood design that all neighborhoods can access. To me, form-based codes would be great for the City and for neighborhoods as an option available to them if their current zoning is not doing its job or they don't have an updated sector plan. Process can be, should be, and I think will be built into the approval here, helping the codes become tools neighborhoods can really take advantage of, rather than what they too often have to settle for now. |
