Over looks nicer.
Under is more practical (you can tear it off with one hand without it rolling and rolling everywhere.
I do under, because the cats don't play with it when it doesn't unravel.

Over is right, and under is wrong. This should be printed as instructions on every package! ;)
Oh goodness... it does if you use double rolls. It has to be under or you'll never rip off a decent amount. My grandfather was anal about the issue though, in fact before his belly aching to my mom during a horendous 'holiday' in a motorhome I wouldn't have even known anybody cared about such a fool thing!
i have to say, i use over and have no problems ripping of a suitible amount of TP one-handed. In fact, I find it harder when it's under - so, i think it just depends on what you're used to.
