When I lived in North Florida, I saw this kind of behavior on a regular basis. I'm not saying it's more prevalent there, it's just that the zoning laws were loose and even in the "good" parts of town, we lived near the trailers and the dusty, red-dirt roads. I used to frequent this little "mom and pop" convenience store near our house. I saw, more than once, a boy, barefoot and dirty, at the counter buying cigarettes for his "momma" out in the parking lot in her caddy. WHO freakin' sends the kid in for that? WHY does the counter guy allow it? Isn't it against the law to sell to minors? I asked the guy, and he abruptly told me that "the boy's momma has a bad leg." I didn't see a handicapped plate, and I'd seen that momma at school functions. She never showed a hint of a limp in her gait. This was just a lazy-assed woman who sends her kid into the store to fetch her nicotine fix. It's a lesser form of abuse, but it's abuse nonetheless.

I work in a nursery and one of the things I find sad is to look at the room of them. Most have caring families who would lay down their life for their child but one among them has the mother who never got prenatal care because she was afraid to given them any of her urine, sure they would find out she was using. You can't tell which one, though. Every single baby in the nursery is as perfect and full of potential as the next. Its so sad to think of the hard life ahead of one of them, the disappointment and confusion.

You may be happy to know that the government is working on implementing the debit-card foodstamp program nationwide. It's already in place on the west coast, and they're gradually working their way into every state. At least this way, IT can't get change to buy cigarettes.
I've learned, though, that people like that will find a way to get what they want. If one method is removed, they'll make another one. I knew a gal when I was growing up who would buy a roast with her food stamps, let it sit on the counter overnight, and then take it back the next day, claiming it was bad but she didn't notice - and then get cash back for it. That crap gives a bad name to the people who really need the assistance and don't abuse it.
