your fellow who wants to drill a well and build a house for his kids, still can, you just need to buy a water right. Where there is no water left that is not owned by someone else, which is what a critical management area is, of course you cannot simply drill a hole in the ground and steal somebody else's water.

You'll have to excuse me. I'm a little slow, and I'm not following you. I see absolutely no problem with the fellow drilling a hole in ground that he owns and pulling up the three acre feet of water per acre of land. How is that someone else's water?
The fellow has the right to draw the water, but no one is guaranteed water. If it's gone. it's gone. If there isn't any under your land, you'll have to pipe it in from somewhere else.
