Mario, I am happy to hear that someone is questioning the effectiveness of corporate welfare. And that someone is a person not usually prone to questioning the effectiveness of government intervention.

If you're looking to get the six-month-rule (NMRA 5-604, for the district courts) changed, you'll need to go through the Supreme Court's criminal rules committee for the district courts - NOT a legislative memorial.
However, it's EXTRAORDINARILY unusual for cases to be dismissed under 5-604 - the rule contains provisions to extend the time period, and the appellate courts interpret them liberally. There's nothing really to get worked up about here. Not to dispute what Mr. Love may recall from bygone days when he was more active in the practice of criminal law, I've been doing criminal work in NM for over a dozen years on both sides of the aisle and I've NEVER heard of a murder case dismissed under the six-month-rule. That would involve incredible incompetence on the prosecutor's part, and would probably get the DA unelected the next go-round.
