On the bright side, at least he didn't outsource policy-making to the North Koreans.

New Mexico should be honored to have a Governor who is held in such high regards that he is called upon by his country to negotiate with North Koreans in the effort of ending their production of nuclear weapons.

Yeah, um, exactly who in the country do you think called upon him to negotiate with the North Koreans?
It definitely wasn't the administration:
White House spokesman Taylor Gross said many top National Security Council officials were attending the G-8 summit in Scotland this week and could not be reached for comment. He said he could not comment on Richardson's travel plans.
"The White House doesn't announce the governor's schedule nor confirm it," Gross said.

Growing up my mother said, look at your friends and they will be a reflection of you.
Look at the North Koreans. They are a repressive government that starves its own people. The North Korean people have no liberties and there is no rule of law. The government that Bill Richarson will visit is spending the peoples money on a nuclear program for what reason?
These people are Governor Richardson's friends.
