And why are we building these phallic symbols for any price? What purpose will they serve?
It looks like more of what has been termed the "edifice complex" that afflicts governments all over the world. Bureaucrats seek to "leave a mark" much like dogs seek to do with fire hydrants (and to about as much good purpose).
Raw ego seldom leads to either good public policy or good public art. Shades of Ozimandius!
