Both the Journal article you cite and this Tribune article http://www.abqtrib.com/albq/ nw_l...4543287,00.html (no subscription required) mention that a major stumbling block in the Mayor's plan is that the district's borders are well beyond Albuquerque's, taking in Los Ranchos de Albuquerque, the East Mountains, and Corrales.

I'd be interested in hearing what you (or any reader with knowledge of how this works) think of this apparent showstopper.
