This is not the first and only time that the Richardson Administration has disregarded the legislative process. I May 2004 I had to write a letter as an elected member of the Legislature on a clear violation of the state constitution to stop the purchase of an airplane without an approriation form the Legislature. After issuing her opinion she had to step in and stop the contract from being signed as it was clear that the Richardson Administration was going to ignor the opinion.
