Do you think that a stolen car is driven around town for long with the original plates? It is probably stripped for parts or delivered out of town to a buyer. You might check with the police about this. Also, there would have to be a lot of these cameras, or they could be avoided by perps.

Except for a draconian and regressive fine structure which are peripheral issues; I’m not sure that I see the problem with those who enforce laws having access to the same technology that law breakers use to break the law; radar detectors and photo defeating license plate covers.
Who is the victim here; those who get caught breaking the law?
Perhaps in fairness to law breakers, we should put police back on horses, all of them, and let them round up posses, also on horseback, to chase down the perps.
