Right now I wouldn't vote for Marty if he ran for dog catcher and I think his political career is dead.
As for punishing the bus companies for these acts, well, if they are doing background checks and terminating the speeders, that should be enough. They should follow (roughly) the guidelines much like ABC does for servers in bars. Increase penalties with each offense to the point of loss of license for the bar.

Fred, I would vote for Marty as dog catcher as long it the election was taking place in Missouri. He has become a little dictator. I believe his political career is dead also.
