I too am in favor of the tax free holiday.
I am curious about how the process of 'drawing the line somewhere'. Transportation is necessary to get to school. Why didn't they include Bikes and Cars in their list?

I agree, there are some odd things on that list. And I assume you just didn't mention the sensible-sounding things, like boys underwear. For the night clothes, I think they mean to include kids who live in dorms, And don't forget New Futures School, which is for pregnant and parenting teens.
Isn't lingerie just a fancy name for women's underwear?
