A point of clarification. This is a two-step process. First, the proposed statutory change would strictly limit the use of campaign contributions. Second, the joint resolution before the House and Senate would put the proposed Constitutional Amendment before the voters in 2008. This is not a case of lawmakers attempting to circumvent the voters, in terms of changing the Constitution.

New Mexico is one of only a few states that do not compensate their legislators. These proposed statutory and Constitutional changes were recommended by the ethics task force.
